The Center for City Diplomacy.

ViaCity is dedicated to strengthening the local arena through the development of international partnerships and capacity building. We serve as both a coordinating body and an implementation arm — enabling local authorities, institutions, and organizations to develop cross-border collaborations and build new growth engines.

Strategic advisor specializing in regional partnerships and a leading expert on MENA cooperation. Over 15 years at the forefront of Israel–Morocco relations, founding member of Israel's mission to Morocco. Recipient of the 'Coup de Coeur' Award and 'Knights of Peace' Award.

Moran Burstein

Co-Founder

Local governance expert with over a decade of senior managerial experience working with local authorities and government ministries. Part of the founding team of the Gulf of Haifa Cluster — a regional body uniting 18 local authorities. M.B.A. and graduate of the 'Cadets for Local Government' program.

City diplomacy encompasses a wide range of international activities within the urban space from cultural festivals to technology, delegations, sister-city agreements, and global city networks. We operate along two complementary axes.

Top-Down Axis

Connecting national and international actors with local stakeholders and strategic partners in large-scale initiatives, such as the Abraham Accords and the India-MENA region-Europe Economic Corridor (IMEC).

Bottom-Up Axis

Empowering local authorities and key local actors by making the international arena more accessible enabling them to develop partnerships, foster growth, and engage in global action.
